Tampa Bay Devil-Rays owner Stuart Sternberg made it clear that the D-Rays will up their payroll by a good 20% this offseason, mainly meaning that they could sign a pretty good free-agent and reach out farther into the market. With the Carlos Pena raise coming, though, the D-Rays would only spend about $6-7M on a free-agent(s).
Sternberg also made it clear that if the price is right, Tampa will be willing to lock up both Scott Kazmir and James Shields to multi-year deals. Sure would look nice to see Kaz in the D-Ray's new blue uni's for the next 7 years eh?
